We’ve today submitted our evidence paper on Pre-Budget Scrutiny to the Scottish Parliament’s Finance and Constitution Committee in response to its call for views.
Transform director Colin Howden said:
“The Scottish Budget’s current spending priorities are not consistent with Ministers’ assertions that they are taking the Climate Emergency seriously. Just two of the high-carbon road schemes that Transport Scotland is building represents 75 years of current budgets for the lowest carbon forms of transport investment, walking and cycling.”
“We propose in our evidence to the Finance Committee that all new capital expenditure must be zero emission, and that in order to maximise multiplier effects for the Scottish economy, priority should be given to capital expenditure which has greater potential to be carried out by Scottish companies and Local Authorities.”
