Bus priority missing from new Programme for Government

5 September 2023

“We’re pleased that the PfG continues its commitment to invest 10% of transport budgets into active travel. But there are widespread concerns about disruption to existing delivery structures, and we have serious concerns about the capacity and willingness of some local authorities to deliver on the government’s plans.

“It’s worrying that the PfG makes no reference to bus priority. The Scottish Government promised to invest £500m in bus priority measures across Scotland. It also promised to turn lanes on the Glasgow motorway network over to buses. But both of these commitments have gone missing.

“The PfG announces more plans for traffic reduction, but we need to see some action on the ground or there’s no chance that the commitment to cut traffic by 20% by 2030 will be met. And without reducing traffic levels, there’s no chance that Scotland can meet its climate targets given that transport is the largest source of emissions.

“An easy win in traffic reduction would be turning over existing road space in congested, polluted urban areas over from private cars to public transport, but the PfG makes no commitment to prioritising buses over cars.”

– Colin Howden, director
