Members‑only deep dive into the Scottish Budget

This month, Transform members were invited to attend our first event of 2026, where we shared what we knew about the Scottish Budget and discussed how members could influence its content ahead of the final stage.

In this exclusive session for Transform members, speakers shared short updates on the budget implications for their key areas, before opening the floor to discussion and Q&A.

We were delighted to be joined by guest speakers from CPT Scotland, Walk Wheel Cycle Trust and ScotRail.

  • Trunk roads budget line increased £90 million

Sara Collier

Senior Public Affairs Manager | CPT Scotland

Sara provided an update on the budget position for the bus sector, explaining that concessionary fares continue to account for the majority of public transport expenditure. She reported a modest increase in the reimbursement rate and confirmed that the Under‑22s scheme is now operating within a capped budget. She also highlighted recent developments, including the launch of the £2 bus fare pilot in Shetland.

Mark Shields

Head of Policy and Communications for Scotland | Walk Wheel Cycle Trust

Mark outlined the implications for active travel, noting that the Sustainable and Active Travel budget is set at £226 million, with the £60 million Bus Investment Fund now confirmed within that allocation. He reported a slight reduction in overall active travel expenditure compared with previous years.

Paul McKay

Communications Director | ScotRail

Paul shared an update on the rail sector, as well as plans for inter‑city fleet replacement and pointed to positive signs of an uptick in passenger numbers.

With a mix of operational insight and policy context, the session provided a valuable opportunity for members to ask questions and offer suggestions for practical action before the budget reached its final stage.
